The Apple 87W USB-C Power Adapter uses USB Power Delivery to originally charge the Apple 15" MacBook Pro (Late 2016) as well as certain non Apple based PC's like the Thunderbolt 3 enabled Dell XPS 13 9360. We shall see how well the Apple 87W USB-C Power Adapter  powers the Dell XPS 13 9360 using USB Power Delivery over its USB Type-C port which supports Thunderbolt 3, USB 3.1 Gen 2, DisplayPort, and USB Power Delivery technology.

Using Granite River Labs GRL-USB-PD-A1 power analyzer software, we can see that when connected the Apple 87W USB-C Power Adapter  starts to offer the Dell XPS 13 9360 only a single 12 watts (5 volts @ 2.4 amps) power option over USB Power Delivery from a 92% full battery on the PC.

Initially, the Dell XPS 13 9360 only requests 4.5 watts (5 volts @ .9 amps) from the Apple charger which it accepts.

After a Data Role Swap request by the Dell XPS 13 9360 gets rejected by the Apple 87W USB-C Power Adapter, a ID Discovery sequence then occurs to adjust voltage and current.

We then see the Apple 87W USB-C Power Adapter finally declares full power profiles of 12 watts (5 volts @ 2.4 amps), 27 watts (9 volts @ 3 amps), and 86 watts (20 volts @ 4.3 amps).

The Dell XPS 13 9360 takes this opportunity to request 45 watts (20 volts @ 2.25 amps) to speed up charging with the Apple charger which also complies. Both PC and charger can then be seen to exchange Vendor Defined Messages of Discover Identity and SVIDs.

With the Dell XPS 13 9360's battery being 92% charged upon initial plugin, the PC is initially observed to rapidly pull current at around 20.1 volts as power requests and Vendor Defined Messages take place. After 10 seconds, the current level increases to average out charging at around 24.1 watts (20.1 volts @ 1.2 amps) during power on mode on the PC.

The Apple 87W USB-C Power Adapter works fine with the Windows based Thunderbolt 3 enabled Dell XPS 13 9360 using USB Power Delivery, but not as quickly as the PC can expect to charge with its own provided 45 watts based AC adapter by Dell.
