The Microsoft Surface 3 comes with Windows 10 which allows you do a lot more than the typical Android phone in being able to use a Display or TV supporting Miracast like the Samsung Smart LED TV.
To set up your wireless display on Windows 10, go to Settings->Display and select Connect to a wireless display.
You should be able to then see the Samsung Smart LED TV as [TV] and the TV's model number as one of the displays to connect to.
Once you select the TV, you need to use the TV's remote control to select Allow, and start the display mirroring connection.
If you want to then change the way your screen is mirrored, select Change project mode. You can then choose different ways to extend, duplicate, or use the Surface screen or TV screen only.
Unlike most Android phones where you can only mirror your screen, the Surface allows you the extend your screen so you can use both your tablet's screen and TV screen for different purposes. This is useful if you need to work on the Surface's screen while projecting a movie or slideshow on the TV's screen.
