In case you have no access to the 39W based power source that is shipped with your Microsoft Surface Book 2, you can still charge the Windows laptop PC quickly using a third party option like the Ventev  Wallport pd1300 Wall Charger over USB Power Delivery. Simply by attaching the Ventev charger to the USB Type-C port of the Surface PC, both of which support USB Power Delivery technology, we'll see how well the charger can supply power to the PC.

Here we use the Granite River Labs GRL-USB-PD-A1 power analyzer to observe USB Power Delivery protocol transactions during charging. The Ventev charger begins to advertise its USB Power Delivery profiles of 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), 45 watts (15 volts @ 3 amps), and 45 watts (20 volts @ 2.25 amps) when the Microsoft Surface Book 2 is 6% charged.

We then see the Microsoft Surface Book 2 requests 39 watts (20 volts @ 1.95 amps) and gets accepted by the Ventev charger.

Looking at the power graph, the Ventev  Wallport pd1300 Wall Charger is able to deliver close to the requested 39W to provide around 37.8 watts (19.9 volts @ 1.9 amps) of steady state charging to the Microsoft Surface Book 2 while turned on at 6% battery.

The Microsoft Surface Book 2 can charge well with the external Ventev Wallport pd1300 Wall Charger similar to how the phone should perform when using its own given Surface charger.
