The Apple 13" MacBook Pro with Touch Bar (Late 2016) supports charging into the Mac through any of its Thunderbolt 3 based USB Type-C connectors. That means you should be able to plug a USB Type-C based dock like the Plugable USB-C Triple Display 4K Docking Station with USB Power Delivery into the Apple 13" MacBook Pro with Touch Bar (Late 2016) using a USB Type-C to Type-C cable to charge the Mac. 

We can see how well they perform over USB Power Delivery protocol transactions when using Granite River Labs GRL-USB-PD-A1 analyzer software while the Mac is 20% charged. The Plugable USB-C Triple Display 4K Docking Station only starts to communicate USB Power Delivery with the Apple 13" MacBook Pro with Touch Bar (Late 2016) after Vendor Defined Messages to adjust voltage and current have occurred. Here we can see Plugable shows off the following power profiles- 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), 36 watts (12 volts @ 3 amps), 45 watts (15 volts @ 3 amps), and 60 watts (20 volts @ 3 amps).

We can also see the Apple 13" MacBook Pro with Touch Bar (Late 2016) then requests the highest 60 watts (20 volts @ 3 amps) for maximum charging which the Plugable dock accepts.

After rejecting a Data Role Swap request from Plugable, the Mac goes on to exchange several Vendor Defined Messages with the dock which also include DP Alt Mode support between these devices.

Later the Mac can also be seen to request Sink Capabilities from the Plugable USB-C Triple Display 4K Docking Station which it complies by showing zero power (5 volts @ 0 amps) being supported.  

While the Apple 13" MacBook Pro with Touch Bar (Late 2016) is being charged at 20% battery and powered on, we can see that the power drawn is around 51.5 watts (19.8 volts @ 2.6 amps) as charging continues.

From initial plugin, the Mac can be seen to start pulling current only later in the power delivery protocol negotiation which steadily increases while the voltage drops slightly from around 20 to 19.7 volts. Both voltage and current eventually settle out to allow almost 52 watts charging on the Mac.

The Plugable USB-C Triple Display 4K Docking Station with USB Power Delivery works well with the Apple 13" MacBook Pro with Touch Bar (Late 2016) to charge almost as fast as expected when using the Mac's own included Apple 61W USB-C Power Adapter.
