The Samsung Galaxy Note 8 can conveniently charge using Samsung's proprietary quick charging scheme as well as USB Power Delivery technology over the USB Type-C interface. When used with a compatible charger like the Anker PowerPort+ 5 USB-C, we see how USB Power Delivery charging works through the GRL-USB-PD-A1 analyzer by Granite River Labs.

Plugging in the Samsung Galaxy Note 8 to the USB Type-C port of the Anker PowerPort+ 5 USB-C, we can see the charger starts to advertise 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), and 45 watts (15 volts @ 3 amps) over USB Power Delivery. Observe that these power profiles don’t follow exactly the given specs of 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), 30 watts (15 volts @ 2 amps), and 35 watts (20 volts @ 1.5 amps). Due to the non rated 45 watts, it’s wise to take caution with this charger, which might eventually overheat during charging and can be potentially hazardous.

At first, the Samsung Galaxy Note 8 chooses to request 15 watts (5 volts @ 3 amps) from the Anker charger which it then accepts.

After requesting Discover Identity from the Samsung phone, the Anker PowerPort+ 5 USB-C  proceeds to declare a fourth PDO of 45 watts (20 volts @ 2.25 amps) in addition to the initial power profiles.

We then observe the Samsung Galaxy Note 8 not using any of the higher power offered to continue repeating the same 15 watts (5 volts @ 3 amps) power contract negotiation cycle with the charger.

At initial plugin, after the first few power and Discover Identity requests, the phone starts to quickly pull up to 2 amps while at 5 volts. The current pulled then rapidly drops down to about 1.2 amps during which the phone draws around 6 watts (5 volts @ 1.2 amps) power when actively used. The phone trickle charges for a while as it goes to sleep mode, allowing higher current to be pulled to eventually charge at around 9.8 watts (4.9 volts @ 2 amps).

While the phone is observed to only pull at most 2.3 amps current over a short interval rather than 3 amps, the third party Anker PowerPort+ 5 USB-C can still be used to charge the Samsung Galaxy Note 8, although the phone can expect faster charging with its own Samsung Adaptive Fast Charger accessory using Samsung's owned quick charging standard.
