USB Power Delivery Not Going Well Between Xiaomi Mi Notebook Air 13.3" and Dell 30-Watt AC Adapter

The Dell 30-Watt AC Adapter (click here for Amazon pricing) can be used for charging multiple devices however the USB Type-C port doesn't seem to work well over USB Power Delivery with the Mi Notebook Air 13.3".

We can see what's going on between the Dell charger and Mi Notebook Air from the USB Power Delivery Protocol transactions. Note that the Dell charger starts charging the Mi Notebook Air with its battery level at 2% when both are directly connected over a USB Type-C to Type-C cable.

The Dell 30-Watt AC Adapter shows it supports 15 watts (5 volts @ 3 amps), 24 watts (12 volts @ 2 amps), and 30 watts (20 volts @ 1.5 amps) power profiles over USB Power Delivery. 

We also observe the Mi Notebook Air 13.3" pulls 30 watts (20 volts @ 1.5 amps) from the Dell charger.

Interestingly the power graph shows that the Mi Notebook Air 13.3" at 2% battery level is actually charging at 38 watts (20 volts @ 1.9 amps) instead of the 30 watts (20 volts @ 1.5 amps) that was pulled in the USB Power Delivery negotiations. That the PC is pulling 38 watts when the power contract established was 30 watts should not be happening, which shows that the Mi Notebook Air 13.3" can't charge properly with Dell 30-Watt AC Adapter using USB Power Delivery.
