The Razer Phone comes with a Qualcomm Quick Charge 4+ certified 24W charger which also supports USB Power Delivery 3.0 based PPS (Programmable Power Supply) and APDO's for up to 24W charging.
With the Razer Phone's battery being 80% charged, we connected the phone to the Razer 24W Charger using a USB Type-C to Type-C cable. We could see the phone initially pulled up to 14 watts but eventually settled at 10-11 watts charging with its own charger. Interestingly, unlike when the Razer Phone has low battery and uses PPS to charge, no PPS is used when the battery is at 80%.
