The Google Universal 22.5 W Dual Port USB Type-C Charger supports the USB Power Delivery specification but because it doesn't use a USB Power Delivery controller, no active USB Power Delivery protocol negotiation is established.

To see how the Google Universal 22.5 W Dual Port USB Type-C Charger supplies power to the LG G6 which also supports USB Power Delivery, we connect the phone to one of the USB Type-C ports of the Google charger.

We observe that the LG G6 on a fully drained battery only pulls about 9.5 watts (5 volts @ 1.9 amps) from the Google Universal 22.5 W Dual Port USB Type-C Charger.
