The Google Universal 22.5 W Dual Port USB Type-C Charger is able to provide a combined 22.5 watts over its two USB Type-C connectors. It supports the USB Power Delivery specification but doesn't use a USB Power Delivery controller so no active USB Power Delivery protocol negotiation is done.

Let's see how the Google Universal 22.5 W Dual Port USB Type-C Charger charges with USB Power Delivery enabled devices like the Google Pixel  phone and Google Chromebook Pixel (2015).

We first connect the Google Chromebook Pixel (2015) to the first USB Type-C port of the Google Universal 22.5 W Dual Port USB Type-C Charger. We see that the Google Chromebook Pixel (2015) when charged at 9% is pulling 17.2 watts (5.2 volts @ 3.3 amps) from the Google Universal 22.5 W Dual Port USB Type-C Charger.

After about 52 seconds we then connect the Google Pixel phone to the second USB Type-C port of the Google Universal 22.5 W Dual Port USB Type-C Charger, at which point the charger reduces the power provided to the Chromebook to 8.5 watts (5.3 volts @ 1.6 amps), with the rest of the 22.5 watts capacity of the charger going to the Google Pixel.

After the Google Pixel phone is charged to a level that it starts drawing less current from the Google Universal 22.5 W Dual Port USB Type-C Charger, we can see that the Google Chromebook Pixel (2015) is able to draw a full 17.2 watts (5.2 volts @ 3.3 amps) from the charger.

At this point the Google Pixel phone is only pulling 8.5 watts (5.3 volts @ 1.6 amps) from the Google Universal 22.5 W Dual Port USB Type-C Charger.

The Google Universal 22.5 W Dual Port USB Type-C Charger is an inexpensive way to support providing 3 amps of current to the device that need the most power when two devices are being charged by the charger.

If we just connect the Google Pixel phone when the battery is fully depleted to the Google Universal 22.5 W Dual Port USB Type-C Charger (without any other device connected to the charger), we can see that it eventually draws 15 watts (5 volts @ 3 amps).

Strangely,we have also observed that the Google Pixel phone sometimes only draws 5.1 watts (5.1 volts @ 1 amps) from the Google Universal 22.5 W Dual Port USB Type-C Charger (without any other device connected to the charger) and the phone's battery being fully depleted. It's unclear why sometimes the charger is not providing the full 15 watts power all the time.
