The Essential Fast Charger charges the Essential PH-1 using USB Power Delivery 2.0 but doesn't use the full 27 watts that both the charger and phone advertise they can support. 

A max of about 14 watts charging was observed when the Essential PH-1's battery was at 0% charge. Interestingly a 6 volts rail was used during charging and maintained only after the phone was turned on.

When the Essential PH-1 is charged at 80% and on, we see that power delivered is again at most 14 watts but this time the phone interestingly makes use of all the voltage rails available by the Essential Fast Charger- 5 volts, 6 volts, 7 volts, and 9 volts.
