What Goes On When the iVoler 75W USB Type C Charger with Power Delivery Tries to Charge the HP Spectre Laptop (13.3″)

Having been disappointed trying to charge the HP Spectre Laptop (13.3″) with the Anker PowerPort+ 5 USB-C with USB Power Delivery, we tried to charge with the iVoler 75W USB Type C Charger with Power Delivery instead.

As with the Anker charger, we witness slightly different behaviors when the Spectre is on and when it is off. Using USB Power Delivery analysis software from Granite River Labs, we see the following when the charger is connected while the laptop is on: 

The iVoler 75W USB Type C Charger initially offers three PDO's (Power Data Objects): 5 volts, 9 volts, and 15 volts @ 3 amps.  

The Spectre goes ahead and requests the third PDO from the charger.

Interestingly, the Spectre then requests the first PDO having lower wattage.

Here we see the Spectre pulling 5 volts @ roughly .1 amps from the iVoler 75W USB Type C Charger which is not enough to charge the laptop.

While the Spectre is powered off we see different behavior has follows.

Similar to above, the iVoler 75W USB Type C Charger offers the same three PDO's,

Interestingly, a fourth PDO is then offered, something that does not happen when the Spectre was powered on. 

The Spectre chooses to remain on the third PDO.

Here we see that the Spectre is pulling 15 volts @ roughly .2 amps which is too low to charge the laptop.

Unfortunately the iVoler 75W USB Type C Charger with Power Delivery can't be used to charge the HP Spectre Laptop (13.3").
