The Dell Venue 8 Pro 5855 tablet supports charging through USB Power Delivery over USB Type-C, so let's see if it can be charged using an external charger like the Targus 45W USB Type-C Laptop AC Wall Charger which is USB Power Delivery enabled.

We can see from the USB Power Delivery negotiations that the Targus 45W USB Type-C Laptop AC Wall Charger offers 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), and 37.5 watts (15 volts @ 2.5 amps) power profiles to the Dell Venue 8 Pro 5855 from which the tablet only requests 4.5 watts (5 volts @ 0.9 amps) which the charger accepts.

The Targus 45W USB Type-C Laptop AC Wall Charger later advertises not only the 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), and 37.5 watts (15 volts @ 2.5 amps) it initially declared but also an additional power profile of 45 watts (20 volts @ 2.25 amps). The Dell Venue 8 Pro 5855 follows up by requesting to pull 30 watts (20 volts @ 1.5 amps) which the charger complies.

As the Dell Venue 8 Pro 5855's battery gets closer to being full, we can see that the tablet is being charged at around 10 watts (20 volts @ 0.5 amps).

We can confirm that the Targus 45W USB Type-C Laptop AC Wall Charger can successfully charge the Dell Venue 8 Pro 5855 over its USB Type-C port using USB Power Delivery.
