The Essential PH-1 claims to support charging up to 27W with its own supplied charger using USB Power Delivery 2.0 but only used about half of the power as seen in this review. Here we see how the phone charges using the third party Nekteck 45W USB Type-C PD Car Charger (with Captive Cable)  over USB Power Delivery.

With the Essential PH-1's battery fully discharged, we could initially see the phone trickle charged using a 5 volts rail by pulling a max of about 14 watts from the Nekteck charger. After the phone has charged a bit, it made use of a 12 volts rail but at a lower current level to draw around 14-16 watts which is  almost similar to that observed with the Essential charger.
