The Ventev Wallport pd1300 Wall Charger starts communicating with the Dell Venue 8 Pro 5855 over USB Power Delivery by declaring its source capabilities of 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), 45 watts (15 volts @ 3 amps), and 45 watts (20 volts @ 2.25 amps). The tablet then requests to pull 45 watts (20 volts @ 2.25 amps) which the charger accepts. 

On an already well charged battery, the Dell Venue 8 Pro 5855 is observed to charge at around 12 watts (20 volts @ 0.6 amps).

We can confirm that the Ventev Wallport pd1300 Wall Charger is able to charge the Dell Venue 8 Pro 5855 using USB Power Delivery technology.
