Let's observe how the Targus charger supplies power to the HTC 10 using USB Power Delivery with the phone's battery at 42% full.

The USB Power Delivery negotiations show the Targus 45W USB Type-C Laptop AC Wall Charger promising to deliver 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), and 37.5 watts (15 volts @ 2.5 amps).

The HTC 10 then requests to pull 15 watts (5 volts @ 3 amps) from the charger which it accepts.

Several hard resets later, the Targus 45W USB Type-C Laptop AC Wall Charger advertises not only 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), and 37.5 watts (15 volts @ 2.5 amps) it initially offered but also an additional power profile of 45 watts (20 volts @ 2.25 amps). The HTC 10 meanwhile still pulls 15 watts (5 volts @ 3 amps) from the charger.

While the Targus charger powers the HTC 10 from a 42% charged battery, the first 40 seconds sees no current being drawn, after which the phone only starts charging at 15 watts (5 volts @ 3 amps). 

Note that it took over 40 seconds for the charger to finally charge the phone given the constant hard resets.
