The Targus 45W USB Type-C Laptop AC Wall Charger Doesn't Work with the HP Spectre Laptop (13.3″) Over USB Power Delivery

The Targus 45W USB Type-C Laptop AC Wall Charger uses USB Power Delivery to charge various PC's and phones that also support USB Power Delivery charging. Let's see how well the charger performs with the HP Spectre 13.3 over the PC's USB Type-C Port which is also Thunderbolt 3 enabled.

We can see from the USB Power Delivery negotiations between the Targus 45W USB Type-C Laptop AC Wall Charger and the HP Spectre 13.3 that the charger declares its source capabilities of 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), and 37.5 watts (15 volts @ 2.5 amps). The Spectre x360 (2nd Generation 2017) then requests to pull 36 watts (12 volts @ 3 amps) which the charger accepts.

The Targus 45W USB Type-C Laptop AC Wall Charger later declares that it supports not only the 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), and 37.5 watts (15 volts @ 2.5 amps) it initially offered but also an additional power profile of 30 watts (20 volts @ 1.5 amps). Despite this fourth PDO being available, the HP Spectre 13.3 chooses to remain on 36 watts (12 volts @ 3 amps).

Interestingly later on the HP Spectre 13.3 requests 5 volts @ 0 amps from the charger for some unknown reason.

Here we can see that the power charging settles at, with the HP Spectre 13.3 pulling 5 volts @ 0 amps which indicates no charging.

Unfortunately the Targus 45W USB Type-C Laptop AC Wall Charger can't be used to charge the HP Spectre 13.3.
