What happens when you use a non Apple based charger like the Targus 45W USB Type-C Laptop AC Wall Charger (click here for Amazon pricing) to charge your Apple 13" MacBook Pro with Touch Bar (Late 2016) over USB Power Delivery?
Looking at the USB Power Delivery negotiations between the Targus 45W USB Type-C Laptop AC Wall Charger and the Apple 13" MacBook Pro with Touch Bar (Late 2016), the charger initially shows off its source capabilities of 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), 37.5 watts (15 volts @ 2.5 amps). However when the MacBook requests to pull 37.5 watts (15 volts @ 2.5 amps), it gets rejected by the charger for some reason.
The MacBook again requests to pull 37.5 watts (15 volts @ 2.5 amps) from the charger after a soft reset, which the charger finally accepts.
While the MacBook's battery is already well charged, we can see that charging happens at around 37.5 watts (15 volts @ 2.5 amps) at the beginning.
We can confirm that the Targus 45W USB Type-C Laptop AC Wall Charger does charge the Apple 13" MacBook Pro with Touch Bar (Late 2016) using USB Power Delivery when the battery is almost full on the Mac.
