The Targus 45W USB Type-C Laptop AC Wall Charger starts communicating with the Spectre x360 (2nd Generation 2017) over USB Power Delivery by advertising its source capabilities of 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), 37.5 watts (15 volts @ 2.5 amps). The notebook then requests to pull 37.5 watts (15 volts @ 2.5 amps) which the charger accepts.

 

The charger later declares not only the 15 watts (5 volts @ 3 amps), 36 watts (12 volts @ 3 amps), and 37.5 watts (15 volts @ 2.5 amps) it initially offered but also an additional power profile of 45 watts (20 volts @ 2.25 amps). The Spectre x360 (2nd Generation 2017) proceeds to request 45 watts (20 volts @ 2.25 amps) which is accepted by the charger.

 

While the Spectre x360 (2nd Generation 2017) is being charged on a 40% battery level, we can see that 40 watts (20 volts @ 2 amps) is initially being drawn before it eventually goes down to 24 watts (20 volts @ 1.2 amps) as the battery is almost full.

We can confirm that the Targus 45W USB Type-C Laptop AC Wall Charger works well the Spectre x360 (2nd Generation 2017) over its Thunderbolt 3 enabled USB Type-C port using USB Power Delivery.
