The Ventev Wallport pd1300 Wall Charger and the Nubia Z17 phone both support charging over USB Power Delivery so let's see how well they perform when connected together through USB Type-C. 

The Ventev Wallport pd1300 Wall Charger kicks off USB Power Delivery negotiations with the Nubia Z17 over a constant display of 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), 45 watts (15 volts @ 3 amps), and 45 watts (20 volts @ 2.25 amps) power profiles.

We can also see that charging is terminated after the Ventev charger declares its source capabilities. 

Charging then resumes with the Nubia Z17 at 0% battery requesting to pull 15 watts (5 volts @ 3 amps) which is accepted by the charger.

The Nubia Z17 starts off by pulling only 0.5 amps from the Ventev Wallport pd1300 Wall Charger from zero charge, but the current gradually increases to 3 amps @5 volts. Note that it takes more than 10 seconds for the charger to finally charge the phone at 15 watts (5 volts @ 3 amps).
