How the iVoler 75W USB Type C Charger Uses USB Power Delivery to Charge the Samsung Galaxy S8

The iVoler 75W USB Type C Charger with Power Delivery (click here for Amazon pricing) promises to deliver fast charging over the USB Type-C interface with 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), 45 watts (15 volts @ 3 amps), and 60 watts (20 volts @ 3 amps) power profiles. This should allow you to quickly charge certain USB Type-C phones like the Samsung Galaxy S8, however the phone is observed to receive only around 5 volts of charging by the iVoler charger using USB Power Delivery.

When directly connected with a USB Type-C to Type-C cable, the iVoler 75W USB Type C Charger can be seen to negotiate with the Samsung Galaxy S8 over USB Power Delivery by offering 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), and 45 watts (15 volts @ 3 amps) power profiles. We can also see that charging is terminated after the charger declares its source capabilities. 

Charging then resumes with the Samsung Galaxy S8 requesting to pull 15 watts (5 volts @ 3 amps) which is accepted by the charger.

After a hard reset, the iVoler 75W USB Type C Charger again repeats the same USB Power Delivery protocol negotiation with the Samsung Galaxy S8 to offer the same power profiles which the phone also requests to charge at 15 watts (5 volts @ 3 amps).

Later we also observe that the iVoler 75W USB Type C Charger adds on another power profile of 60 watts (20 volts @ 3 amps) to its initial 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), and 45 watts (15 volts @ 3 amps) profiles.

The Samsung Galaxy S8 again follows up to establish the same 15 watts (5 volts @ 3 amps) power contract with the charger.

However, the actual current pulled by the Samsung Galaxy S8 from the iVoler 75W USB Type C Charger is closer to about 2.25 amps from a fully depleted battery. Note that it takes nearly 10 seconds for the charger to finally charge the phone at around 11.25 (5 volts @ 2.25 amps).
