The NewerTech NuPower 60W USB-C Power Adapter which is sold by macsales.com primarily for Mac's can also be used to charge other USB Type-C devices even if they don't support USB Power Delivery like the Huawei P9 phone.

While the NewerTech NuPower 60W USB-C Power Adapter charges the Huawei P9 with the phone's battery being fully drained, we can see that the phone draws around 10 watts (5 volts @ 2 amps) from the charger even though the NewerTech NuPower 60W USB-C Power Adapter is constantly advertising its USB Power Delivery source capabilities of 15 watts (5 volts @ 3 amps), 27 watts (9 volts @ 3 amps), 45 watts (15 volts @ 3 amps), and 60 watts (20 volts @ 3 amps). 

It takes about 75 minutes to charge the phone to close to 80% after which the current falls steadily to about 0.3 amps as the battery gets fully charged.

Even though no USB Power Delivery contract is completed, the NewerTech NuPower 60W USB-C Power Adapter can still charge USB Type-C phones like the Huawei P9, and starts charging at the maximum 10 watts power that the phone can draw.
