The Google Universal 22.5 W Dual Port USB Type-C Charger supports the USB Power Delivery specification but because it doesn't use a USB Power Delivery controller, no active USB Power Delivery protocol negotiation is established.

Looking at the power graph from the GRL-USB-PD-A1 app by Granite River Labs, the 10.5-inch iPad Pro draws around 13.5 watts (5.2 volts @ 2.6 amps) from the Google Universal 22.5 W Dual Port USB Type-C Charger while being charged from a 1% dead battery state. 13.5 watts is slightly higher than the Apple 12W USB Power Adapter.that is shipped with the iPad.
