The Ventev Wallport pd1300 Wall Charger supports charging over USB Power Delivery but is able to work with Qualcomm's Quick Charge 2.0 based phones like the LeEco Le 1s over the USB Type-C interface. 

Plugging in the Ventev charger to the LeEco Le 1s, we observe that the phone eventually charges at 7.5 watts (5 volts @ 1.5 amps).

This verifies that the Ventev Wallport pd1300  Wall Charger does supply power to the LeEco Le 1s but is much lower than what its own Qualcomm Quick Charge 2.0 charger can deliver.
