The Samsung 25W USB-C Fast Charging Wall Charger offers up to 25 watts (12 volts @ 2.1 amps) charging by adopting Samsung’s owned Adaptive Fast Charging scheme over its USB Type-A connector. Here we see what happens when this Samsung charger links up with the  Huawei Honor 8 phone, which also uses its own proprietary Huawei Smart Power 4.0 fast charging system through USB Type-C.

Using the Granite River Labs GRL-USB-PD-A1 analyzer, we determine how well the Samsung 25W USB-C Fast Charging Wall Charger  supplies power to a fully drained battery on the Huawei Honor 8. When we first connect the Honor phone with the Samsung charger, starting with a fully depleted battery the phone begins pulling current at 5 volts which later settles out for power to be drawn at about 1.9 watts (5 volts @ 0.38 amps) when the phone is off. After 90 seconds of charging, the current pulled increases to almost 0.7 amps for the phone to draw around 3.5 watts (5 volts @ 0.7 amps).

The Huawei Honor 8 is just able to slow charge with the Samsung 25W USB-C Fast Charging Wall Charger at a significantly lower power than what the phone expects to get through Huawei's own 18W based power adapter using Huawei's proprietary quick charging scheme. It's still better than nothing though if ever the phone runs out of battery when you're outside and can't get hold of any AC output.
