The Verizon Vehicle Charger with Fast Charge Technology supports USB Power Delivery and Qualcomm Quick Charge but you can still use it for other USB Type-C phones like the Huawei P9 which doesn't support either of these technologies.
When connecting the Verizon Vehicle Charger with Fast Charge Technology to the Huawei P9, we can see that the Huawei P9 just simply draws 5 volts @ .45 amps when the battery is less than 50% charged which is similar to what you'd see from charging the phone to a USB 2.0 hub. You won't get rapid charging with the Huawei P9 but the Verizon Vehicle Charger with Fast Charge Technology's USB Type-C interface still makes it convenient to charge the phone during your commute.
